국민주권당 광주광역시당은 지난 2월 28일 전북 군산미군기지 정문 앞에서 여러 단체와 함께 ‘전쟁 부르는 한미연합훈련 중단’을 촉구하는 자주평화대회에 참가했습니다.
사회에 나선 구산하 국민주권당 공동위원장은 “주한미군이 대한민국을 발진 기지로 삼아 중국과 북한에 대한 군사 도발을 이어간다면 그 피해는 고스란히 우리 국민에게 돌아온다”며 “주한미군이 우리 안보의 불안 요소이자 전쟁의 화근이 되고 있다”고 비판했습니다.
첫 번째 발언에 나선 조정현 전북평화연대 공동집행위원장은 “전쟁 훈련으로는 결코 평화를 불러올 수 없다”며 “한미연합훈련이 한반도와 아시아, 나아가 세계 평화에 심각한 위협이 되고 있다”고 지적했습니다. 이어 정부가 국민의 힘을 믿고 전쟁을 부르는 한미연합훈련을 중단해야 한다고 촉구했습니다.
두 번째 발언에 나선 이기성 광주전남대학생진보연합 학생은 “한반도의 평화가 아닌 군사적 충돌을 조장하는 동맹이 과연 동맹인가”라고 반문하며, 미국이 주한미군에 ‘전략적 유연성’을 부여해 한국을 군사적 갈등의 전초기지로 만들고 있다고 비판했습니다.
참가자들은 이어 “전쟁 강요 주한미군 나가라”, “한미연합훈련 중단하라” 등의 구호를 외치며 미군기지 정문에서 동문까지 약 30분간 행진을 진행했습니다. 행진 과정에서는 한미연합훈련에 북한 선제타격, 점령, 참수 작전 등이 포함돼 있어 한반도 긴장을 더욱 고조시키고 있다는 문제 제기도 이어졌습니다.
행진을 마친 뒤 참가자들은 “전쟁 부르는 한미연합훈련 중단하라”, “대북 적대 정책 폐기하라”, “중국 적대 강요하는 동맹 현대화 폐기하라” 등의 문구가 담긴 현수막을 미군기지 철조망에 게시하며 항의 의사를 밝혔습니다.
마지막으로 참가자들은 ‘전쟁 부르는 한미연합훈련’, ‘주권 무시 전쟁 도발 주한미군’ 문구가 적힌 대형 현수막을 찢는 상징의식을 진행하며 집회를 마무리했습니다.

| [항의서한] 서해 출격 긴장 고조 주한미군 규탄한다! 전쟁 부르는 한미연합훈련 중단하라! 우리는 오늘, 한반도를 거대한 전쟁의 화약고로 만들고 우리 국민을 미국의 패권을 위한 소모품으로 취급하는 주한미군의 오만하고 위험천만한 행태를 강력히 규탄하기 위해 이 자리에 섰다. 오는 3월 9일 강행하려는 한미연합훈련 ‘프리덤 실드’는 결코 단순한 정례적 군사훈련이 아니다. 이는 북한을 향한 명백한 군사적 도발이자, 대한민국을 자멸적인 핵 재앙으로 몰아넣는 ‘핵전쟁 예행연습’이다. 상대의 수도 점령과 ‘참수 작전’을 공공연하게 떠벌리며 벌이는 이 광기 어린 훈련이 어떻게 한반도에 평화를 가져올 수 있겠는가! 남북 대화 재개를 가로막고 남북 관계를 파국으로 몰아넣으며, 우리 땅을 전 세계에서 가장 위험한 분쟁지로 전락시키는 전쟁 연습을 즉각 중단해야 한다. 지난 2월 18일, 주한미군 전투기가 서해상에서 벌인 도발적 행동은 주한미군이 이 땅에 존재하는 진짜 의도가 무엇인지 적나라하게 보여주었다. 중국을 적대하는 미·일 연합훈련을 진행한 B-29 전략폭격기가 서해에 진입하고, 이와 때를 맞춰 한국 정부와 국민 모르게 실탄을 장착한 주한미군 전투기가 대거 중국 방공식별구역에 접근해 훈련하였다. 이에 중국 전투기가 출격하여 대단히 위험한 상황이 벌어졌다. 우리 국민을 원치 않는 전쟁의 희생양으로 만들 수 있는 범죄적 행위를 벌인 것이다. 그런데도 주한미군은 한국의 주권을 침해하고 국민의 생명을 위협한 행위에 대해 즉각 사죄하지 않고, 여전히 아무 문제 없다는 식의 뻔뻔한 태도를 보이고 있다. 이유는 분명하다. 주한미군의 서해 출격이 우발적인 것이 아니라, 미국의 전략적 구상에 따른 계획된 것이기 때문이다. 미국의 ‘2026 국방전략’에는 한국을 대중국 전초기지로 삼아 한국군을 자국의 패권 유지를 위한 돌격대로 내세우려는 미국의 추악한 계략이 노골적으로 드러난다. 이에 따라 주한미군이 우리 영토와 영공을 제멋대로 휘저으며 주변국과 충돌을 야기하는 현 상황은, 주한미군이 한반도 평화의 수호자가 아니라 전쟁을 부르는 ‘화근’임을 입증하고 있다. 우리 국민은 전쟁을 도발하고 평화를 파괴하는 주한미군의 행태를 절대로 용납할 수 없다. 우리 정부의 최소한의 ‘훈련 조정’ 의견조차 묵살하며 대결을 강요하는 미국의 오만함을 강력히 규탄한다. 미국의 이익을 위해 우리 국민을 핵전쟁의 참화로 내모는 행태를 좌시하지 않을 것이다. 우리는 주권자의 이름으로 미국과 주한미군에 다음과 같이 엄중히 명령한다. 하나, 한반도를 핵전쟁의 참화로 몰아넣는 한미연합훈련 ‘프리덤 실드’를 즉각 중단하라! 하나, 우리 땅을 미국의 패권 전략에 따라 대중국 전초기지로 악용하는 모든 행태를 전면 중단하라! 하나, 한반도 긴장을 격화시키는 대북·대중 적대 정책을 완전히 폐기하라! 2026년 2월 28일 전쟁 부르는 한미연합훈련 중단! 주한미군 서해 출격 규탄! 자주평화대회 참가자 일동 |
| [Letter of Protest] We condemn USFK for escalating tensions in the West Sea! Stop the ROK-US joint military drills that call war! We are here today to strongly condemn the arrogant and dangerous behavior of the USFK, which turns the Korean Peninsula into a huge armory for war and treats our people as consumables for U.S. hegemony. The ROK-US joint military exercise "Freedom Shield," which will be carried out on March 9, is by no means just a regular military exercise. It is a clear military provocation against North Korea and a "preparatory exercise for nuclear war" that puts the Republic of Korea into a self-destructive nuclear disaster. How can this crazy exercise, which openly talks about the opponent's occupation of the capital and "Operation Beheading," bring peace to the Korean Peninsula? Immediately stop the war exercises that block the resumption of inter-Korean dialogue, disrupt inter-Korean relations, and turn our land into the most dangerous conflict zone in the world. The provocative actions taken in the West Sea by USFK fighter jets on February 18th demonstrated the true intentions of the USFK on this land. B-29 strategic bombers, which conducted joint US-Japan drills against China, entered the West Sea, and at this time, a large number of USFK fighters, equipped with live ammunition without knowledge of the Korean government and the public, approached China's air defense identification zone for training. As a result, Chinese fighter jets scrambled and created a very dangerous situation. They committed criminal acts that could make our people victims of unwanted war. Nevertheless, the USFK does not immediately apologize for violating Korean sovereignty and threatening the lives of its people, and still shows a brazen attitude that there is no problem. The reason is clear. The USFK's appearance in the West Sea was not accidental, but was planned according to the U.S. strategic plan. The U.S. defense strategy for 2026 clearly reveals the U.S. ugly plot to use South Korea as an outpost to China and use the South Korean military as a storm troop to maintain its hegemony. As a result, the current situation in which the USFK freely stirs up our land and airspace and causes conflicts with neighboring countries proves that the USFK is not a guardian of peace on the Korean Peninsula, but the main source of trouble that keeps calling for war. The Korean people cannot tolerate the USFK's act of provoking war and destroying peace. We strongly condemn the arrogance of the U.S. in forcing confrontation by ignoring the South Korean government's opinion on minimum exercise coordination. We will not condone the behavior of pushing our people to the brink of nuclear war for the benefit of the U.S. In the name of the sovereign power of Korea, we order the United States and the USFK strictly as follows. One, immediately stop the ROK-US joint exercise 'Freedom Shield' that will bring the Korean Peninsula to the brink of nuclear war! One, stop all acts of exploiting our land as an outpost to China under the U.S. hegemony strategy! One, completely dismantle the hostile policy toward North Korea and China that intensifies tensions on the Korean Peninsula!
